HBA specializes in employee benefits consulting and insurance services. Since 1995, we have been achieving better results with cost-effective, innovative benefit strategies for companies across a wide spectrum of industries throughout Kansas City and the surrounding communities. Our expert team encompasses over 100 years of cumulative experience serving over 250 corporate clients. Scott Hallier – Principal Consultant – Agency Principal
Scott is the agency principal at HBA. He has over 30 years of experience in designing, underwriting, marketing and servicing business and executive benefit plans.
Scott began his career in 1989 as an employee benefit representative for Phoenix Home Life (currently Sun Life Financial), one of the nation’s leading insurance companies. That experience provided Scott a unique perspective on how to develop and administer sound benefit programs for a vast array of clients and provided Scott with a solid background to be a direct advisor to his clients.
Scott has a life and health insurance license in multiple states. As a testament to his belief in continuing education, Scott has earned several industry designations. He is a Registered Health Underwriter (RHU) with the American College and a fellow member of the Life Underwriter Training Council (LUTCF).
Scott is active in the employee benefits industry. He maintains membership in the following organizations:

- National Association of Insurance and Financial Advisors
- Kansas City Chapter of Insurance and Financial Advisors
- Council of Business and Financial Advisors
- Kansas City Health Underwriters Association
Scott is a member of the Northland Regional Chamber of Commerce and the North Kansas City Business Council. He holds a Bachelor of Science from the University of Kansas and is an active alumnus. Scott is a member of the Board of Directors at Platte Valley Bank, a member of the Kansas City Royals Lancer program, and is active with several Kansas City charity organizations supporting developmentally disabled persons.
Kristi Kolega Herrera – Senior Account Executive
Kristi joined HBA in February 2013. She brings with her over 20 years of employee benefits, compensation and human resource expertise. She began her career working for a large insurance company in Compensation and Benefits. That experience gave her a solid foundation to move to the consulting side of the business, which is where she has been since 2001. As a Senior Account Executive, she is a key contributor in all aspects of client management, including general supervision and monitoring of the plan effectiveness, day-to-day administrative concerns such as billing inquiries, communication efforts with clients and insurance companies, and marketing analysis for renewals as well as new lines of coverage. She is instrumental in helping her clients navigate through the complex issues that arise with legislative changes and compliance requirements that affect their benefit programs. Kristi’s background in Human Resources gives her a well-rounded and unique perspective on finding creative solutions to her client’s unique needs.
Kristi is a graduate of the University of Central Missouri. She holds life and health licenses in Kansas and Missouri.
Andy Hennier – Attorney – HealthCare Reform Specialist
Andy joined HBA in October of 2011 after nearly 20 years of practicing law. He is a graduate of the University of Missouri- Kansas City Law School and spent the majority of his career practicing in insurance defense litigation and bankruptcy law. He served as president of the Kansas Bar Association’s Bankruptcy and Insolvency Section and was a contributing author to the Johnson County Barletter.
Andy brings expertise on contractual matters as well as issues surrounding Health Care Reform legislation. In 2014, Andy became one of only six agents in Missouri and Kansas to be certified by The National Association of Health Underwriters’ (NAHU) professional development course on the Patient Protection and Affordable Care Act (PPACA). Andy is also a Missouri and Kansas licensed life and health producer and assists with client service issues and rate negotiations.
Carrie Abbate – Account Manager
Carrie began her career in the Healthcare Industry in 2000. She has over fifteen years of experience in medical billing, claims reconciliation, and group life and health benefits account management.
Carrie joined HBA in July 2016. As an account manager, she works with the sales team to prepare marketing and benefit plan recommendations. She provides daily hands-on service to clients large and small, offering timely, creative solutions to meet their needs. She specialized in creating and presenting client proposals with competitive rate and benefit summaries.
Carrie graduated from Missouri Western State University. She holds life and health licenses in Kansas and Missouri.
